영문 초록
The literature on market transformation in North Korea has long examined the causes and effects of market participation. Institutional rigidity and the informal nature of market transformation is often associated with corruption in transitional economies. Based on a series of in-depth interviews with North Korean market participants, we argue that the role of bribery and its impact in building social relations depends on the scope and level of market participation. Market participants view bribery as the (literal) currency individuals use to build social trust and navigate social relations and processes that are shaped by the North Korean state. Bribery has become routinized in North Korean society in the absence of functioning state institutions. How bribery is understood and how it is used are interwoven with social relations in North Korean society, particularly between businesspeople and officials. Thus, bribery exists within a context where there are rules to the game, meaning that bribery operates within relatively predictable constraints. Bribery is viewed as a social good for low level, local, informal businesses, and is used to create and solidify relationships outside the family, and make markets function ‘properly.’ This paper has implications for our understanding of how bribery is related to North Korea’s market transformation, as well as institutions and practices which may persist in unification scenarios.
