On the one hand, civil society fulfills the function of monitoring and criticizing governments at risk of becoming autocratic and ruling against the will of the people, while on the other hand, it enhances democracy qualitatively by nurturing citizens who possess qualities befitting democratic citizens, thereby guarding against the risk of devolving into mere majority rule.
